Apply to be a Beta tester: http://connect.microsoft.com/ However I do not think any more testers are being accepted.
Or wait for the public Beta rumoured to be out this or next month.

No, its not available to public yet, should be this quarter, I suggest you wait. Because I am used to MSDN since I have never had a TechNet subscription. TechNet Plus about $499 MSDN Operating Systems about $699 MSDN gets Vista on DVD as well as download capability. Both probably not practical if only a specific Beta such as Vista is desired.

That is true. For a beta like Vista, technet plus is a waste. It's great for other betas and eval software but 5308 hasn't even arrived yet. By the time it gets here I'll have another frisbee to sail over my neighbor's roof. (those babies fly)
You will get more value than other Vista users then ;)
